which the goods are were made or produced".

The step we suggest would give no more protection to English Manu- facturers than to our honorable foreign competitors. It would protect them equally with ourselves against the tricks of the dishonest compe- titor, who pirates an established and reputable trade mark in order to put his own goods on the market, - and possibly brings discredit on the reputation of the original and genuine article, by the inferiority of the quality of the imitation. Under Sect.3. of the Hong Kong Ordinance the same protection is afforded to a genuine foreign trade Mark, as is

extended to British Trade Marks. This is fair in every way, and we do

dot wish it altered; all we want is that it shall not be possible to

import into Hong Kong any goods from any place, which bear a mark which

is intended to deceive, or in the words of the Ordinance, "any figures,

words, or marks, or arrangement or combination thereof, whether including

reasonably

the goods are the manufacture or merchandise of some person other than

the person whose manufacture or merchandise they really are". (v.Sect.2.
